Morocco Allocates 120 Million Dirhams for Strategic Gibraltar Tunnel Studies

Investment in the Gibraltar Tunnel Project

In a groundbreaking initiative, Morocco has earmarked an impressive budget of 120 million dirhams, equivalent to around 11 million euros, for the year 2027, dedicated to advancing the technical studies associated with the highly anticipated Gibraltar Tunnel project. This monumental infrastructure endeavor is designed to establish a direct land connection between Morocco and Spain, effectively linking Africa with Europe. The allocations have been incorporated into the budget forecasts of the Ministry of Equipment and Water, with the management of these funds entrusted to the National Company for Studies across the Strait (SNED), in collaboration with the Spanish company responsible for the static connection study across the Strait of Gibraltar, Secegsa.

Focus on Feasibility Studies

It is crucial to note that this funding does not signify the commencement of construction work; rather, it is primarily aimed at continuing the essential studies related to the technical, geological, economic, and environmental feasibility of the project, which remains in the planning and preparation phase. The upcoming studies will involve a thorough review of the data accumulated over the past decades, updating environmental assessments, and conducting new research concerning the seabed's nature. Additionally, they will explore the legal and strategic aspects connected to this ambitious project.

On the Spanish side, efforts to update the initial project, dating back to 2007, are ongoing in cooperation with the public company Ineco. Discussions continue regarding the connection points with the Spanish rail network and the final location of the tunnel's associated facilities. Among the proposed scenarios is the establishment of the Spanish station in the vicinity of Vejer de la Frontera, with the tunnel's entrance located at the Camarinal threshold between Tarifa and Zahara de los Atunes, a choice that still requires further studies.

Spanish scientific institutions, including the Higher Council for Scientific Research (CSIC), are actively participating in analyzing the geological composition of the strait's seabed to assess the potential technical challenges that could arise from drilling a tunnel of such magnitude. The concept of a permanent land link between Morocco and Spain originated in 1979 when the two nations began exploring the feasibility of establishing a continuous connection across the strait. However, technical and financial complexities have thus far hindered progress toward implementation.

Since 2023, the project has received renewed momentum following the resumption of bilateral coordination. The budget allocations from Morocco for 2027 reflect Rabat's sustained interest in the project, despite the absence of a final decision on its construction or a specified timeline for the commencement of work. Should the tunnel transition from the study phase to actual construction, it would stand as one of the most significant upcoming infrastructure projects in the region, facilitating a direct link between the Moroccan and European rail networks via the Strait of Gibraltar.
