Moroccan Education Institution Director Sentenced to 10 Months for Embezzlement in Fes

Legal Action Against Embezzlement in Morocco's Educational Sector

In a significant ruling, the Criminal Chamber of the Court of First Instance in Fes has delivered a verdict against a regional director affiliated with the Moroccan Foundation for the Promotion of Preschool Education. This decision comes in the wake of serious scandals that have recently rocked the institution, highlighting issues of financial misconduct and corruption.

As reported by local sources, the presiding judge, Kaddar, imposed a sentence of ten months in prison on the accused, alongside a monetary fine of 500 dirhams. Additionally, the court mandated that the defendant compensate the legal representative of the plaintiff with a total of 140,000 dirhams for damages, while refusing other claims put forth.

The prosecution had decided to pursue the defendant while he was in pre-trial detention, charging him with several offenses including embezzlement of public funds, breach of trust, forgery of official documents, and fraudulent access to an electronic data processing system. These charges stemmed from a complaint filed by the Moroccan Foundation for the Promotion of Preschool Education against the accused, who allegedly engaged in various criminal acts punishable under the penal code.

According to reports, the crimes involved the forgery of employment contracts for substitute teachers who were either resigned or had completed their contracts, with no active involvement in the institution's branches. Furthermore, the accused was implicated in altering the bank account details of the teachers, replacing their information with fictitious names and creating non-existent faculty members across different regions.

Investigations conducted by the regional judicial police in Fes revealed that the defendant had illicitly accessed the foundation's electronic platform, executing numerous unauthorized modifications. He reportedly altered the status of the teachers within the information system from "left" to "joined" and reinstated substitutes in units and classes that had been officially closed by the institution and its partners.

This case underscores the pressing need for accountability and transparency within Morocco's educational institutions to safeguard public funds and ensure that resources are utilized effectively for the benefit of the community.
