Significant Growth in Moroccan Debt Securities
The outstanding value of Moroccan debt securities, a financial instrument crucial for the country's economy, has shown remarkable growth, particularly among foreign investors and Moroccans residing abroad. By the end of 2025, these holdings reached an impressive 3.1 billion dirhams, reflecting a notable increase from the 2.8 billion dirhams recorded in the previous year. This data, provided by the Moroccan Capital Market Authority (AMMC), underscores the growing confidence in Morocco's financial stability and investment potential.
Despite this growth, these holdings represent a modest 0.28% of all financial instruments currently in circulation within the Moroccan market. According to the AMMC's 2025 report, a significant portion—over 88.3%—of these securities are held by non-resident foreign legal entities, while foreign individuals living in Morocco make up 5.4% of the total holdings. This distribution indicates a strong interest from institutional investors abroad, showcasing Morocco's attractiveness as a destination for foreign capital.
Composition of Debt Securities
Within these debt securities, Treasury bills emerged as the predominant category, making up 57.6% of the total holdings in 2025, although this figure has slightly decreased from 61.2% in 2024. The total value of Treasury bills rose from 1.7 billion dirhams to 1.8 billion dirhams, with maturities that vary from one to thirty years, catering to a range of investor preferences.
On the other hand, bonds have seen a significant uptick in their share, climbing from 22.1% to an impressive 30.9%, amounting to 958 million dirhams by the end of 2025. This trend reflects a growing diversification in investment strategies among foreign investors. Meanwhile, holdings of certificates of deposit declined slightly to 355 million dirhams, indicating a shift in investment preferences towards more favorable instruments.
This upward trajectory in the value of Moroccan debt securities underlines the ongoing efforts by the Moroccan government to attract foreign direct investment and strengthen its financial markets, further solidifying the country's position as a key player in the regional economy.
