Morocco Allocates 7.5 Billion Dirhams for Stadium Access Improvements in Benslimane and Marrakech Ahead of World Cup 2030

Major Investments for World Cup 2030 in Morocco

As Morocco gears up for the prestigious World Cup 2030, significant investments are being made to improve infrastructure, particularly road access to key stadiums in Benslimane and Marrakech. The Ministry of Equipment, Water, and Forests revealed on November 4, 2026, during the presentation of the 2027 budget to the House of Representatives, that a staggering 7.5 billion dirhams will be allocated for these enhancements. Notably, Benslimane will receive the lion's share of this funding, with two-thirds directed towards the Grand Stade Hassan II.

Of this substantial budget, 5 billion dirhams will specifically go towards upgrading access routes to the Grand Stade Hassan II. The investment breakdown includes 1.82 billion dirhams from Autoroutes du Maroc, 1.12 billion dirhams from the Road Financing Fund, and 1.89 billion dirhams from the Ministry, which also covers expropriations. Additionally, the ONCF (National Railway Office) will contribute 170 million dirhams for its own projects related to the stadium access.

Current Progress and Future Plans

Several road improvement projects are already underway. Key junctions, such as the Aïn Harrouda interchanges connecting the Rabat-Casablanca motorway and urban highways, have been upgraded, with expropriations along the motorway also completed. Work continues on secondary roads, including the tripling of National Road 1, which is set to extend over 25.5 kilometers between Benslimane and the Oued Cherrat. Currently, 3.2 kilometers of this expansion are 85% complete, while 18.3 kilometers await approval and another four kilometers are still under study.

The ongoing expansion of the Rabat-Casablanca motorway, which spans 59 kilometers and has a budget of 6.5 billion dirhams, aims to connect Benslimane Airport with the Grand Stade. This project is expected to be completed by the end of 2028. Furthermore, a partnership agreement signed in 2026 will unlock 2.5 billion dirhams for the Marrakech Grand Stadium, facilitating the construction of a 77.3-kilometer ring road around the city and the modernization of surrounding infrastructure, with work set to commence in 2027.

In Agadir, a 40.5-kilometer ring road is being developed to connect Al Massira Airport, the port, the Taghazout station, and the Grand Stadium, with the third segment already completed and a new 5.4-kilometer project starting soon. A fourth segment, costing 360 million dirhams and extending 6.5 kilometers, is planned for launch in 2027.
