Enhancing Morocco's Business Environment: Key Discussions in Casablanca on Administrative Simplification and Digital Innovation

Transforming Administrative Processes and Foster Digital Innovation in Morocco

In a significant meeting held on Tuesday in Casablanca, Ahmed Rahhou, the Minister of Artificial Intelligence, Digital Transformation, and Administrative Reform, along with Mehdi Tazi, the President of the General Confederation of Moroccan Enterprises (CGEM), engaged in productive discussions aimed at simplifying administrative procedures and enhancing digital innovation. This dialogue highlighted critical initiatives essential for improving the business climate, fostering a robust digital ecosystem, and boosting the competitiveness of the Moroccan economy, as outlined in a CGEM statement.

Central to the discussions was the pressing issue of administrative simplification, which remains a primary barrier to investment and business development. The CGEM emphasized that the complexity of existing processes significantly hampers potential investments and growth opportunities. Beyond the move towards digitization, there is a pressing need to fundamentally rethink administrative procedures to make them simpler, faster, and more intuitive for investors.

The conversation also explored the potential of replacing traditional authorization systems with clear specifications for certain activities, which could streamline operations and facilitate smoother business activities. Furthermore, the participants addressed the importance of opening and leveraging data, especially public data, to empower companies and startups in creating innovative services and solutions.

Regarding Artificial Intelligence (AI), discussions revolved around the positioning that Morocco must establish within this emerging value chain. A particular focus was placed on the critical need for skills development, emphasizing the importance of large-scale training and the adaptation of educational curricula in both public and private institutions to meet the evolving needs of businesses and harness the opportunities presented by AI.

The meeting also recognized a shared perspective on the necessity of adopting a common, operational definition of startups, which could serve as a standard reference across various public initiatives, especially concerning access to public markets and support mechanisms.

As a result of this fruitful meeting, the CGEM and the Ministry agreed to initiate several joint initiatives in the short term, focusing on the prioritized areas identified during their discussions. These initiatives aim to accelerate investment, strengthen the competitiveness of Moroccan enterprises, and stimulate innovation.

Notable attendees at this session included Reda Lahmini, President of the Attractiveness and Business Climate Commission; Mohamed Benouda, President of the AI and Economic Transformation Commission; Hassan Belkhayat, President of the Economic Studies and Intelligence Commission; Hamza Rkha, President of the Startup Acceleration Commission; and Samia Terhzaz, the Deputy General Director of CGEM.
