Justice Minister Welcomes New Undersecretary in Morocco

In a significant development within the Moroccan government, Justice Minister Fernando Rabat has officially welcomed Josefina Soto as the new Undersecretary of Justice. This appointment follows the controversial dismissal of her predecessor, Luis Silva, who was removed from his position last Friday after a video he released drew attention to the contentious issue of sentence reductions for individuals convicted of sexual crimes against minors. Minister Rabat took to social media to express his support for Soto's appointment, outlining the institutional goals for this new phase in the government.

Rabat highlighted the importance of collaboration in advancing the "Nunca Más" (Never Again) law, emphasizing the commitment to ensuring that the state prioritizes the protection of children and adolescents. He stated, "Together we will advance the law Nunca Más and ensure that the state protects children, girls, and adolescents. Victims are the priority of this ministry," showcasing his dedication to addressing these pressing issues.

Soto, a graduate of the Pontifical Catholic University of Chile (PUC), brings a wealth of experience in public administration, having previously served during the presidency of Sebastián Piñera. According to the National Congress Library, she held the position of legal and administrative coordinator at the Ministry of Finance during two terms (2010-2011 and 2018-2022) and served as chief of staff at the Ministry of Energy from 2012 to 2014. Her academic and corporate experience includes teaching Administrative Law at PUC and working as a senior lawyer at the firm Arteaga, Gorziglia & Cía.

In 2023, Soto was also part of the Technical Admissibility Committee for the constitutional process, a body confirmed by the Senate to ensure compliance with institutional foundations. Her connections to the ruling party include leadership roles in think tanks within the sector. She directed the Municipal Area of the Jaime Guzmán Foundation and led the Oversight Area of the Republican Ideas Study Center from 2022 to 2026. Prior to her new role in the Undersecretariat of Justice, Soto was working at the Ministry of Finance this year, further solidifying her extensive background in governmental affairs.
